As we said at the beginning, you still can’t acquire Dusk Lycanroc in Pokémon GO. The game only has two periods: day and night. Since Dusk Lycanroc would require being in the evening, it is not mechanically possible yet.
Perhaps in the future, Niantic will add some new features, like a stone or an item, that allow evolving Rockruff into Dusk Lycanroc, or even some temporary event that enables acquiring the Pokémon. But for now, it’s not possible. We’ll have to wait.
